Any advice welcome about the sources for my first article

Hello.

I represent a local musician and activist called Dave Clark, who has been active for over 40 years of his life. I want to create a page that briefly tells about him about basic facts. I found three facts from public sources about his past activities and I'd like to know if they could be made into an article.

I'm going through articles for editors and trying to figure if government's news paper archive and library catalogues qualify as the reliable source but so far unsuccessful.

I understood there is article wizard but the waiting list is over 5000 to be reviewed. I am thinking to just create the article and publish to see what happens but it would be great if I could find out if the sources I prepared are good enough in the community's eyes.

I am copying the sources I am thinking about putting on. Really appreciate any advice.

In (partial) response to your question, please know that Wikipedia has strict rules regarding editing articles where you have a conflict of interest (see the plain and simple guide to conflicts of interest), especially if you are receiving financial compensation for your edits. In particular, given that you said "I represent", I will draw your attention to this rule: If you are being paid to edit Wikipedia, you must disclose this. Firstly thank you so much for giving me such quick and detailed answers! I understand that I should go ask where more people see and will follow next time. But I feel very lucky that I caught your eyes.

Yes, I did feel conflict of interest could be an issue. Creating an article about Dave is part of many tasks I’ve been asked to do. He hires me for all things around computer that he finds it faster to just ask me.

I figured making Wikipedia article would involve some challenges including notability as well as Conflict of Interest as you mentioned.  For notability, after a quick research I found some sources I put above, so I sort of saw a hope.  Still I have the conflict of interest issue and it was taking me too long to learn so I suggested to seek someone else. 

But there’s no Wikipedia editor in friends circle and we seem to have no service that help or advice on how to put living individual bio except for sketchy websites. 

If I am still allowed to take part in drafting and seeking reviewer after I disclosed the fact I am financially compensated for this effort, that would be a great news! It’d be great if I could seek your help.

I will go learn the links you’ve given and will come back as soon ad possible.
