The reason for this is that moving it before it's ready puts the article at risk of getting deleted, even if it's only on the talk page. I've moved this to your userspace at User:A4j023e11/Health sousveillance so you can work on it at your leisure. I recommend working on it in your userspace, as this gives you the time to work on expanding the information and improving it without fear of it being immediately deleted.
