Request reason:

This is the IP range for all Three Mobile customers in the UK, I think blocking this is a step too far. You're causing an outage to thousands of users because one or two made sime bad edits that can easily be reverted.

Decline reason:

I'll add that, going through recent contributions from this IP range, I found lots and lots of vandalism or unhelpful edits, but very few good-faith improvements of Wikipedia - certainly not thousands.
