Why are you adding pipes to categories??

Hi 92.113.168.56, I see that you are adding pipes to categories. Why is that? There are no visual changes for the edits I have reverted. Also, other users have warned you on other issues. Dear '56: Why did you choose [[Category:Acts of the 117th United States Congress|*]] instead of [[Category:Acts of the 117th United States Congress| ]]? It seems like this is the "main article/s of a category," rather than an "other general articles that are highly relevant to the category" per WP:SORTKEY? Also, would you please use an edit summary and mention WP:SORTKEY there when you do this? I think your edit is probably confusing to many editors (it was to me!
