tried to add a succinct definition to the definition section

Found that this caused indentation to all subsequent sections reverted probably for the best as the addition is too cheeky to make it past a dour mod (any mod?)
still the current definition is "hot-garbage" for anyone who is actually looking for information, it's great as a deflector for an institution like ECPD to avoid criticism but not so useful in a resource intended to spread knowledge if Wikipedia is suppose to be the latter.
