Seit Monaten wird die Veröffentlichung »Stalins Vernichtungskrieg 1941- -1945« des ehemaligen wissenschaftlichen Direktors des Militärgeschichtlichen Forschungsamtes (MGFA) Joachim Hoffmann in der Öffentlichkeit diskutiert. Hoffmann vertritt dort die sog. Präventivkriegsthese. Demnach sei Hitler mit dem »Unternehmen Barbarossa« 1941 einem Angriff durch die Sowjetunion nur kurz zuvorgekommen. Zudem äußert sich Hoffmann auch zum »Auschwitzproblem«  und zur »Gasangelegenheit«, für die er »letztlich keine Beweise habe finden können. Bei der Zahl von sechs Millionen ermordeter Juden handele es sich ,um eine Zahl der Sowjetpropaganda'«

For months the publication of "Stalins war of extermination 1941 - -1945 "by former scientific director of the Military-historical office for research (MGFA) Joachim Hoffmann has been publicly debated. Hoffmann represents the so-called Preventive war thesis. Therefore, Hitler with the "operation Barbarossa" 1941 only briefly forestalled an attack by the Soviet Union . Also Hoffmann is outspoken about the "Auschwitz problem" and the "matter of the gas", for which he could find in the long run no proof. On the number of six million murdered Jews he attributes it to a number of Soviet propaganda'"

Für das Vorwort, in dem die Ansichten Hoffmanns im wesentlichen bestätigt werden, und das in Auszügen auch als Werbung auf dem Umschlag des Buches dient, zeichnet der leitende Archivdirektor des Bundesarchiv/Militärarchiv Manfred Kehrig verantwortlich. Vorwort und Werbetext erschienen auch in der zweiten durchgesehenen Auflage der Veröffentlichung. Zudem dankt Hoffmann in einem weiteren Vorwort mehreren hohen Bundesbeamten, darunter auch dem Amtschef des MGFA, für ihre Mithilfe und Unterstützung.

Manfred Kehrig leading director of archives of the Federal's archives/military archives is responsible for the preface, where the opinions of Hoffmann essentially are confirmed, and which serves in excerpts as advertisement on the envelope of the book. Preface and slogan also appeared in the second examined edition to the publication. Also Hoffmann in a further preface thanks several high federal officials, and the bureau chief of the MGFA for its assistance and support.

Bereits in der Fragestunde des 28. Februar 1996 stellten wir mehrere Fragen zum politischen Umgang der Bundesregierung mit der Veröffentlichung. Dort äußerten wir auch die Befürchtung, daß die Unterstützung der Veröffentlichung durch Manfred Kehrig und die tatsächliche oder durch den Autor im Vorwort unterstellte Unterstützung durch weitere hohe Bundesbeamte, dem Buch eine quasi amtliche Reputation verleihen und eine bestärkende Wirkung auf die rechtsextreme Szene haben könnte.

In the question time of 28 of February 1996 we placed several questions to the political handling of the Federal Government with that Publication. There we expressed the fear that the support of the publication, the underlying support by Manfred Kehrig, or by the author in the preface by further high federal officials, the book is given quasi official reputation and could have an encouraging effect on the right-wing extremist scene.

Da die Parlamentarische Staatssekretärin Michaela Geiger weder das Buch noch das Vorwort, auf das in mehreren zuvor eingereichten Fragen Bezug genommen worden war, gelesen hatte (Plenarprotokoll 13/88, 7786 D, 7789 C) und eine Prüfung des gesamten Buches aufgrund seines Umfanges von 336 Seiten noch nicht erfolgt war, konnte sie auf zahlreiche Fragen und Nachfragen nicht ausreichend antworten. Daher erlauben wir uns einige Fragen erneut an die Bundesregierung zu richten. Wir fragen die Bundesregierung:

Since the parliamentary State Secretary Michaela Geiger to whom several questions had been referred, had read neither the book nor the preface, (Plenarprotokoll 13/88, 7786 D, 7789 C) and an examination of the entire book in full, from 336 sides, had not yet taken place, she could answer not answer sufficiently numerous questions and demands. Therefore permit us to address some questions again to the Federal Government. We ask the Federal Government:

1. Wie weit ist die Bundesregierung mit der Prüfung der Veröffentlichung »Stalins Vernichtungskrieg 1941--1945« von Joachim Hoffmann vorangeschritten, welche Konsequenzen hat sie bereits gezogen, und welche beabsichtigt sie zu ziehen?

1. As far the Federal Government with the examination of the Publication of” Stalins war of extermination 1941--1945 “of Joachim Hoffmann has progressed, what consequences has it drawn from it , and what does it intend to?

2. Welche Fragen aus der Fragestunde vom 28. Februar 1996 würde die Bundesregierung aus heutiger Sicht -- nach Prüfung des Buches -- in welcher Weise anders oder präziser beantworten?

3. a) Wie reagiert die Bundesregierung insbesondere politisch, vor dem Hintergrund von Joachim Hoffmanns ehemaliger Zugehörigkeit zum Militärgeschichtlichen Forschungsamt, auf dessen Veröffentlichung »Stalins Vernichtungskrieg 1941--1945«, die darin enthaltenen Äußerungen zum »Auschwitzproblem« und die Aussagen, er habe für die »Gasangelegenheit« keine Beweise finden können, bei der Zahl von sechs Millionen ermordeter Juden handele es sich »um eine Zahl der Sowjetpropaganda« und »eigentlich sei Stalin genauso schuld gewesen am Rußlandfeldzug wie Hitler« (DIE TAGESZEITUNG vom 27. Dezember 1995)?

How does the Federal Government react in particular politically, given the background of Joachim Hoffmann's former affiliation with the Military Historical Office for Research, on the publication of "Stalins war of extermination 1941--1945 " and expressions on "Auschwitzproblem", contained in it, and the statements, that for "matter of gassing" “no proofs could be found, with the number of six million of murdered Jews concern it” a number to that Soviet propaganda “and” is actually Stalin just as debt been at the Russia campaign as Hitler “(the DAILY PAPER from 27 December 1995)?

b) Hat die Bundesregierung in diesem Zusammenhang insbesondere auch geprüft, ob das Buch im Hinblick auf die neue Fassung des § 130 StGB strafbare Inhalte enthält, und falls ja, mit welchem Ergebnis?

Wie bewertet die Bundesregierung in diesem Zusammenhang die Tatsache, daß Manfred Kehrig, der Leiter des Militärarchivs Freiburg, eine dem Bundesarchiv in Koblenz unterstellte Behörde, ein Geleitwort geschrieben hat und in diesem Geleitwort unter anderem allen Antifaschisten in Deutschland eine Moskau-Hörigkeit unterstellt?

b) Wird die Bundesregierung insbesondere darauf hinwirken, daß entsprechende Dankesworte an Mitglieder der Bundeswehr oder Vorgesetzte, womit eine gewisse Nähe der entsprechenden Personen und der von ihnen repräsentierten Institutionen zu den Aussagen des Buches nahegelegt werden soll, in weiteren Auflagen dieses Buches unterbleiben?

Februar 1996) und der im Vorwort nahegelegten Beteiligung mehrerer Bundesbeamter dem Eindruck entgegenwirken, es handele sich bei den Ansichten Hoffmanns nicht nur um die Meinung eines einzelnen, sondern um eine im MGFA vorhandene geistige Strömung?

9. Welche Schritte hat die Bundesregierung bisher unternommen um der Präventivkriegsthese Hoffmanns, die dieser schon 1986 geäußert hat, zu widersprechen (vgl. FRANKFURTER ALLGEMEINE ZEITUNG vom 16. Oktober 1986)?

10. a) Wie beurteilt die Bundesregierung die Wirkung von Hoffmanns Veröffentlichung auf die rechtsextreme Szene, insbesondere die dort vertretene »Auschwitzlüge« und »Kriegsschuldlüge«, und wie will sie dieser Wirkung ggf. entgegenwirken?

§ 130 StGB (Volksverhetzung). Diese Vorschrift ist durch das 6. Strafrechtsänderungsgesetz vom 4. August 1960 geschaffen worden. Hintergrund und Auslöser war die antisemitische und neonazistische Schmierwelle 1959/60. In Wort und Bild erfüllte nach einem Urteil des Amtsgerichts Stuttgart das NPD-Monatsblatt 'Deutsche Stimme' den Tatbestand der Volksverhetzung. Unter dem Bild von fünf Asylbewerbern mit erhobener Faust war zu lesen: 'Sie fallen in unser Land ein. Sie rauben und vergewaltigen. Sie zerstören unsere Jugend mit Rauschgift. Aber sie nennen sich Asylanten - und werden von den Opfern bezahlt. Solch einen Wahnsinn gibt es nur bei uns. Merke: Ist es auch Wahnsinn, hat es doch Methode'. Chefredakteur K. H. Vorsatz wurde zu 4 550 DM Geldstrafe verurteilt wegen Volksverhetzung [15] .

§ 131 StGB

§ 131 StGB (Aufstachelung zum Rassenhaß). Hetzparolen wie 'Ich Esel glaube an die Vergasungslüge und will an Israel zahlen, zahlen, zahlen' oder 'Holocaust darf nicht sterben, denn Zion muss leben von Deutschlands Erben' haben Gerichte als strafbar nach § 131 StGB angesehen. Das Landgericht München I hat Friedhelm Busse, Vorsitzender der verbotenen VSBD/PdA, 1982 in einer Berufungsverhandlung zu sechs Monaten Haft wegen Vergehens gegen §§ 130 und 131 verurteilt. Zum Beweismaterial gehört das Flugblatt 'Rassenmischung ist Völkermord'. Darin werde 'die Menschenwürde eines Teils der in der BRD lebenden Bevölkerung angegriffen und eine emotional gesteigerte feindselige Haltung des Adressaten gegen Nichteuropäer' geschürt (Az.: 13 Ns 115 Js 5123/81).
