Graywalls, account creation isn't blocked (since it's only a partial block) but if I understand things right, anyone editing from this IP should have been partially blocked as well. Of course, this new user could be operating from a different IP - if disruption continues I can semi the page or just hand out blocks. GeneralNotability (talk) 21:53, 6 October 2020 (UTC)Reply
