Hello. I appreciate Daniel Clase's response above, but it doesn't make much sense to me. First, I'm not a registered user; I would happily become one, but I'm not allowed to set one up because of the block. I am not requesting permission to use a proxy (which seems to be what the WP:IPECPROXY form is for) because I don't HAVE a proxy of any kind on this IP. That's why I'm confused. If this IP has never made an edit, and doesn't have a proxy, what could I have done to warrant a block? I benefit from Wikipedia all the time and simply wish to contribute to it. I'm at a loss about why I'm being disallowed from doing so.
