The comment the reviewer left was: I am rejecting it instead of declining because of two reasons. 1) I did a through WP:BEFORE and the subject fails to meet GNG and even NORG 2) I feel the author shall keep asking for reviews despite the fact that the subject is not WP:N as of now and WP:TOOSOON.
