It's not an account, unfortunately, or it could usefully have been blocked. It could easily be a person who in fact has a Wikipedia account, but chose to log out in order to attack you, so as not to get their main account blocked. Sadly, that happens a lot. Anyway, a ban wouldn't be considered for an IP with just a couple of edits; if you check out the banning policy, I think you'll see why. Probably you meant you'd like to see them blocked? See the blocking policy. I realize all this Wikipedia terminology is a jungle. Anyway, if the IP's edit had been recent, I would have considered blocking them briefly, say for 24 hours, but such a thing is just pointless more than a month after the fact. They'd never notice. It's true that their Geolocate link says it's a static IP, but that site is not very reliable, and for an IP that's only been used a couple of times, I don't have any faith in it at all.

I'm sorry you were attacked. For support and answers to questions, you might like to try the Teahouse. It's a great place for new users — well, I know you're not that new, always supposing all these are yours — but anyway, it's a great place for explanations and help. By the way, have you considered creating an account for yourself? You're welcome to contribute as an IP, but if you want to take full ownership of your contributions, an account is the way to go.
