The template is semi-protected which means that your account needs to be autoconfirmed before you can edit it. This basically means that the account needs to be at least 4 days old and you are required to have made 10 edits before your account is automatically given this permission. An alternative to this process is to simply apply for this permission here, but you can only apply for your account since IPs can't have user rights and I can't guarantee that an administrator will grant your request.
