There is currently no block on this IP address. There are, as far as I can see, two possible explations of this situation: (1) there was a block on an IP range including this IP address but it has now expired, in which case you should be able to create an account now, or (2) you are affected by an autoblock because of a block on an account, in which case you will need to make a new unblock request, this time telling us the information about the autoblock given in the message which tells you that you are blocked, when you try to edit. (Nowadays administrators can't see what autoblocks are affecting a particular editor, though that wasn't always so.) In the unlikely event that there's a third explanation that I don't know about, likewise make another unblock request, telling us exactly what the message says which tells you that you can't edit.
