Request reason:

Following the advice of an arbitration committee member, I do post this appeal at my current IP noting I might not have the ability since my dynamic IPv6 address changes with every new browser session to a still blocked IP address unable to edit the previous talk page, also; noting I identify as the same IP editor from Talk:Suicide. I will bookmark this page however I likely will reply on a different talk page. I could not submit my unblock ticket, so please review the full text in ticket as well as emails exchanged via the arbitration committee mailing-list: https://pastebin.com/CvVJ7nVY . I have awareness about this appeal's redundancy with a denied talk page appeal, yet I submit this for lack of a means to ask the admin to clarify the basis for their judgement.
