Please see Wikipedia:WikiProject Cities/Settlements: Article structure, the Wikipedia standard for articles about cities. Notice that they don't even mention Police. This is not something that is typically documented in Wikipedia, because the individuals involved are typically non-notable and transient. When I mentioned references, I meant something showing that the Police department was notable to the point of being included in the article, not just that they existed.
