Favonian - would you mind taking a look at this request? The range in question appears to be owned by Vodafone#New_Zealand. I'm not seeing any technical evidence of a webhost, but I may have overlooked something. SQLQuery me! 01:28, 24 October 2019 (UTC)Reply
Just mentioning, a certain someone whose signature edit may be seen here showed up in this range during the Summer and that would give the impression that some kind of proxy was being used. He actually showed up in multiple NZ ranges and was there at the time.

@SQL and Berean Hunter: That definitely was a certain someone. Another factor was this report on 203.109.193.39. IIRC, I checked some additional addresses from the range with similar result, but it's pretty clearly not true for all of it. I shall therefore lift the block.
