I believe that this is the same editor who's been doing this from IPs 202.9.47.11 and 202.9.46.226 previously. All three of these geolocate to the same city (Ulaanbaatar, Mongolia) and all three have said the same sort of things in the same tone (see also [1], [2], [3], [4]).
