"People from [City]" categories are not applied solely on the basis of where a person undertook their occupation; a person does also get categorized as being a person from where they were born and raised. The issue of where Kinga Surma was active in politics does exclude her from being specifically subcategorized as a "politician from Ottawa" — but it does not exclude her from being generally categorized as a "person from Ottawa".
