Also, I wanted to let you know that the category page is not a comprehensive list of all medal recipients, but a page to organize Wikipedia articles; most articles belong to several categories. Those people with articles are considered to have met Wikipedia's notability requirements for inclusion. You can read more about those requirements here. If your grandfather met those requirements, and was sufficiently covered in reliable sources, it would be possible to create an article about him, at which point, the article could be listed on the category page.
