Frieda Brioschi allowed this IP to edit, saying it's safe to allow it to edit, because there are other people who need to use this IP. This was all discussed privately. She gave consent for this IP to be unblocked Wikimedia-wide, and said it should be treated the same as any other IP address, not an open proxy.
Decline reason:

- Great! Of course, if she's arranged that privately, then she's also arranging privately for the unblock to happen. - I disabled your second request; you don't need a second one when the first one is still open. Ms. Brioschi knows that admins aren't going to unblock with no confirmation from her, so I am confident that she has already taken care of it, even if she didn't tell you the details of how she was arranging the unblock.
