Can I just point out, in case this applies to you, that users who have had their user account blocked are not allowed to edit logged out of their account, or to create new accounts, or otherwise to continue editing in violation of their block. The block is personal to the individual, not just to their user account. For more information on blocking and block evasion, see WP:BLOCK and WP:EVADE, respectively.
