There's obvious bias here and while I and a lot of people do appreciate the character for his gameplay, you should be including that rather than blank statements. You don't need to look far to find sources that cite Rufus as a visually unappealing design. Further down into the article, it lists that Rufus' design is grotesque via a quote from Yoshinori Ono. In "The Ten Worst Character Designs in Fighting Game History" (gamerant.com) Rufus is placed 5th in between two comic relief characters. In Capcom's "Character Popularity Poll | CAPCOM:Shadaloo C.R.I." Rufus placed 86th in terms of popularity behind by the character Birdy who has a fair bit of similarities to Rufus. It's also noted that in the "Ultra Street Fighter 4 stats - Most popular characters, teams and more" (eventhubs.com) which as a more niche site that focuses on the more competitive aspect of fighting games, ranks Rufus as the least used fighter.
