Your question is a bit ambigius, but I will try answering anyway. Normally, all media contributions to Wikipedia must be compatibly licensed. This includes, for images previously published elsewhere, evidence that the media file is actually licensed under the asserted license. Ideally, the external website's terms of service explicitely specify any copyright restrictions for content on said external sites. In the case of the above-linked FFU request, however, I was unable to locate any statements on the copyright of https://manilastandard.net, other than "© 2021 Manila Standard" in the page footer, which is far from any compatible license or any sort of evidence that the image is public domain. Unfortunally that means that I or any other reviewer at FFU (or elswhere on Wikipedia, for that matter) must assume that the copyright restrictions of said website is standard all-rights-reserved copyright, which renders the image unsiutable for general use on Wikipedia. Now, since the English Wikipedia is hosted in the United States of America, we can sometimes host non-free content (that is, content which is neither evidently compatibly licensed nor evidently public domain) under the US Fair Use doctrine. Our policy on non-free content is deliberately stricter than what US law requires, in particular we only accept non-free content if it meets all 10 non-free-content criteria, one of which is that non-free content is only permitted in the article namespace. Since the page you intend to use this image on is not presently in the article namespace, non-free images cannot be used there. Now, there are several ways to solve this:
  • Provide evidence that the image is compatibly licensed or public domain on the FFU request. There is an edit link next to the section header.
  • If you are the copyright holder of the image, please see WP:CONSENT, you might be able to release the image under a siutable license. Warning: All licenses that Wikipedia allows are, deliberately, very broad. Please think throughly before doing this.
  • Wait until Draft:SM City Sorsogon is promoted to an article, and then request that the image is uploaded as non-free content. Since non-free content is not permitted in drafts, and waiting for a draft review can take weeks or months, you will most likely have to submit a new FFU request for this.
