No, it was a perfectly reasonable edit. The section makes the point well that non-native Chinese speakers are badly served by the education system, either in English or other languages, or in supporting acquisition of Chinese as a second language. The minor instance, years old, of one "small" protest to this effect added nothing. In fact it belittled the broad point being made, which is valid and important.
Are you in HK, or familiar with the situation?
Ideally we could map out the history of objection to the present state, but the 'one small protest' trivialised it. btw, my edit summary said " remove insignif protest" which was exactly what I did. I find it odd that you jump on this one-line removal, when other editors seem to get away with excising lots of relevant material.
