Speedy deletion of Project 571 Outline

Project 571 Outline

Someone else already removed it. In the future when you're doing a translation and are partially finished, you might want to put an {{underconstruction}} tag at the top of the article to let editors know what you're up to, and we'll leave you alone until you're done.
