Computerization of State Treasuries Mission Mode Project is one of the 27 Mission Mode Projects [1] of the National e-Governance Plan

The implementation of the project is expected to improve accuracy and timeliness in accounts preparation, and financial management. Under this project, State/UT Governments will be supported in their initiatives to computerize their treasury functions [2] A feature of this project is the interface for data sharing among treasuries, Central Plan Scheme Monitoring System (CPSMS) of Controller General of accounts (CGA) [3] Accountant General (AG) offices, Reserve Bank of India(RBI), agency banks, and State/UT finance departments. [2] [4] The scheme will cover the 626 districts, which are in existance in April 1, 2010. [5]. In order to accommodate the unique needs of States/UTs, the system would be customized by the state but which would need to achieve minimum standards and functionality. There would be certain essential modules such as Virtual Treasury, Receipt,Accounts, Fund Management, Budget, Personnel Management & Payroll, Financial Data Warehouse and Pension, with a requirement for Banking interface and C&AG interface.

There has been efforts on treasury computerization in states even prior to 2009, which is before the approval of the project in 2010. As of July 2010, State Governments have been requested to send their proposals for implementing this project [2]. The project would be implemented in three years beginning 2010-11 [6] As of October 2010, the State of Jammu and Kashmir has announced intentions of computerizing its treasuries under the MMP using the Integrated Financial Management System (IFMS) software [7] [8]
