The Highway Safety Manual (HSM) is a publication of the American Association of State Highway and Transportation Officials (AASHTO). It contains methodologies for quantifying and measuring roadway safety, primarily in terms of crash frequency and crash severity. The HSM accomplishes this by making use of its Predictive Method derived from statistically significant Crash Modification Factors. The first edition was released in 2010.
