WHAT'S THIS BLOCK ABOUT? edit

When I tried to edit on my smartphone, the page was obscured by an almost unreadable mass of text and wikicode, white on black. When I tried to paste it into my sandbox, I got the same garbage; same when I tried to ask about it in the Teahouse. I have pasted it below on order to read it.

Note the wikicode in the middle of text. I don't know whyTF this is happening, but it clearly is not my fault in any way. I am about to paste that double-encoded crap into a subsection of this section [edited to add: #Decoding --16:07, 13 December 2017 (UTC)] and hope it comes out as text for a change. ... Nope. I still can't read it, because it has a fixed width that forces me to scroll back and forth while trying to decode in my head. No go, Joe. ... ...
