But Nixon's concerns about leaks were not without basis. When the story about the secret Cambodia bombings broke, the preliminary investigation suggested that the source of the leak was the Pentagon's Southeast Asia desk, which J. Edgar Hoover told Kissinger was still largely staffed by anti-Nixon holdouts from the Johnson administration.[1] While a source was never identified, the stories on both the deliberations over the EC-121 crisis and the Cambodia bombings were written by the Pentagon correspondent at the New York Times.[2]
