Rainbow 2 Rainbow 2 is the Russian Federation's plan to eliminate opium production in Afghanistan. It was initially tabled with the United Nations Office on Drugs and Crime in late 2009.

It is focused on seven key points. These are:

1. To raise the issue with the United Nations Security Council that drug production in Afghanistan be elevated to a matter of global security.

2. To secure the country through provision of energy and jobs.

3. Increasing the focus on crop eradication as a primary form of drug control.

4. Securing United Nations sanctions against those landlords and farmers found to be growing poppies.

5. To improve ISAF's mandate and capability to eradicate crops.

6. To provide a level of trust necessary to enable the elicitation of information on the whereabouts of drug laboratories and precursor chemicals.

7. Improve the quality of the Afghan National Police.[1]

The plan is a joint Russian, European Union plan. It aims to curb the massive amounts of opium and heroin that leave Afghanistan bound for Iran, Russia and various European nations every year. [2]
