In general, redirects are cheap, and the Redirect guideline says that editors should not "fix" links to redirects that are not broken, WP:NOTBROKEN. But scattered throughout the guidelines are various exceptions to this rule, where redirects should be bypassed. The exceptions are collected here. These exceptions are especially important after a page move. Ideally bots should be written to implement these rules. (Ideally these point-form references should be expanded into full explanations so that all relevant instructions are in one place, with links to the relevant guidelines.)
