Sanitiser

Brion Vibber is also working on vast improvements to the HTML sanitiser used as part of parse operations. This should improve various issues with nested HTML tags, invalid XHTML, extension interaction, and ultimately, will allow us to remove HTML Tidy and fix some horrendous glitches that causes.
