Blat (Software) is Open Source email and news sending tool. It runs in Microsoft Windows operating systems from either the command line (Blat.exe) or via calls to the DLL (Blat.dll).

It is used extensively to automate the sending of notices and alerts from servers[1][2][3].

Blat was developed up until October of 1998 by Pedro Mendes & Mark Neal[4] and after that by Tim Charron & Gilles Vollant[5] with contributions from others[6].

Blat has been given to the public domain[7] with one very specific limitation. It may not be used for UCE/SPAM. Use of the software for UCE/SPAM is covered under this clause: "The only limitation we impose is that Blat not be used to send unsolicited commercial eMail (UCE). Use of this software to send unsolicited commercial eMail constitutes an agreement to pay each of the authors $10,000."

The Philosophy Statement also mentions UCE in terms of new development: "Bug fixes and adding features: New feature only if it is not attractive to UCE/SPAM"[8].
