John L Wilks (born John Luther Wilks, Jr.) is a African American Republican who served in the Richard Nixon and Gerald Ford administrations[1] , helped institute the Affirmative Action Plan.

John L Wilks, Jr.'s earlier political positions included Director of Black Campaigns Activities for the State of California for Presidential Candidate, Governor Nelson Rockefeller of the State of New York. He also served as Presidential Primary Director of National Convention Activities in San Francisco, CA for Governor William Scranton of the Commonwealth of PA.

Swore in personally by President Richard Nixon in 1969, John was appointed US Deputy Assistant Secretary of Labor serving as Director of Federal Contract Compliance under then Secretary of Labor, George P. Schultz. John was also White House Liaison to the Department of Labor for Minority Affairs for the East Coast States and Coordinator for California Campaign Activities.

During the Ford Administration, John L Wilks was the Founding Executive Director of the National Black Republican Council and Member of the Republican National Committee.
