A political strategy used by authoritarian regimes to create a fake opposition group that attracts the attention and efforts of real opposition movements. This tactic aims to deflect criticism and resistance away from the ruling government by redirecting it towards the fabricated entity, thereby weakening genuine opposition efforts.

Origin:
