Pablo Antonio Baraona Urzúa (Santiago, Chile, June 22, 1935-ibid., September 28, 2017) was a Chilean economist and politician, considered one of the promoters of the free market model implemented in his country during the military dictatorship of the General Augusto Pinochet. He served as Minister of Economy, Development and Reconstruction, between 1976 and 1978 and, as Minister of Mining, from 1988 to 1989.

Childhood edit

Son of the lawyer and politician Jorge Baraona Puelma and Alicia Urzúa Souper, he studied economics at the Pontifical Catholic University of Chile (PUC), where he presided over the student center of his faculty and of the Student Federation in 1957 and 1959.[1]

In 1961 he graduated with a master's degree in economics from the University of Chicago, forming part of the generation of economists known in Chile as the "Chicago Boys". Back in his country, he worked as a professor at the PUC, obtaining in 1964 the position of director of the Institute of Economics. In the same years he directed the Center for Socio-Economic Studies (CESEC), which served as a platform for the creation of the economic program of the presidential campaign of Jorge Alessandri for the 1970 election.[2]

Politics edit

Being a member of the National Party (PN), in May 1973 he directed the senatorial campaign of his militant counterpart Sergio Onofre Jarpa. At the beginning of the military dictatorship of Augusto Pinochet, he worked as an advisor to the then Minister of Economy, Fernando Léniz. In 1974 he was vice president and in 1975 president of the Central Bank of Chile. Between December 1976 and December 1978 he was Minister of Economy. Later from 1988 to 1989 he was Minister of Mining. At the end of that year, he retired from the government to take over as head of the presidential campaign of Hernán Büchi, who was his chief of staff when he headed the Ministry of Economy in the 1970s.[1]

He was executive coordinator of Copec in 1980, president of the Club Hípico de Santiago between 1983 and 1990, and president of the United Development Bank in 1980. In 1988, he was one of the founders of the Finis Terrae University, together with Sergio de Castro and Álvaro Bardón, of which he was rector for sixteen years.[3]
