I wrote to the director of the UW-Madison University Archives:

I was wondering about the copyright status of the photographs of the "Chancellors and Presidents of the University of Wisconsin-Maidson" page (http://archives.library.wisc.edu/chancellors/chancellors.htm)? I am intersted in including photographs of UW chancellors in the online Wikipedia encyclopedia (http://www.wikipedia.org). In order for photographs to be included, they must either be in the public domain, or they must have a Free Use License, such as a GNU Free Documentation License. If the photographs of the chancellors are copyrighted, could you please point me towards any free-use alternatives?

And he responded back:

Hi,

They're all from the University Archives photo collections (with the possible exception of Chancellor Wiley, which I may have stolen from University Communications, although they have different ones up now). We have no problem with you using the photos. There are larger versions of them (one more photos of them) in our online collections, if you want to look at those. Go to: http://digicoll.library.wisc.edu/UW/ click on Search the collection, then scroll down to the thumbnail for UW-Madison Chancellors.

If you need to atribute them, you can say Courtesy of UW-Madison Archives.
