Background

David Kalemera is an Ugandan Technocrat, born on 12th/Jan/1979. A husband to Monica Kalemera, a father to Five children. He is an experienced revenue intelligence professional well-versed in tax related matters, data analysis and generating tax reports in Uganda. Detail oriented and systematic with excellent communication skills, project management and problem-solving abilities. He worked as a Compliance and Business Analyst – Uganda Revenue Authority and is currently a Senior Presidential Advisor- Heading the Revenue Intelligence and Strategic Operations Unit under the State House of Uganda.

Education

David got his Uganda National Certificate of Higher Education from St. Josephs Nagalama where he excelled. He then later went to Makerere University where he pursued a degree in Urban planning. He then pursued his post graduate education with a Master of Arts in Urban Management and Development-Institute for Housing and Urban Development Studies from Erasmus University-Rotterdam-The Netherlands. He also completed the Uganda People’s Defense Forces (UPDF) Military Training Certificate at SSingo Military Training School in 2009. He attained an Intelligence Analysis Training Certificate at Uganda Revenue Authority in 2012.

Work History

[1] David worked as an associate consultant at the Uganda Management institute (October/2006 – August/2007). He then later moved to the Uganda Revenue Authority where he served under various capacities with keen excellence in revenue Intelligence from (September/2007 – March/ 2017). In 2024, David was appointed by His.Excellency the President of the Republic of Uganda as a Senior Presidential Advisor, Heading the Revenue Intelligence and Strategic Operations Unit under the State House of Uganda. Part of his mandate is to gather intelligence around the Revenue leakages, gaps and the rampant tax evasion.
