Local elections were held in the Province of Laguna on May 10, 2004 as part of the General election. Voter's selected candidate's for all local positions: a city/town Mayor, Vice Mayor and Councilor's, as well as the Member's of the Sangguniang Panlalawigan, the Vice Governor, the Governor and Representative's for the four District's of Laguna to the Congress.

Background

In 2001 election, incumbent Governor Teresita Lazaro ran for her first full consecutive-term. Lazaro ran under the banner of Pwersa ng Masang Pilipino (PMP). Her sole opponent was Alberto Lina of Kabalikat ng Malayang Pilipino (KAMPI), Alberto is the brother of Jose Lina Jr., the former Governor who resigned early that year when he was appointed by the President as DILG Secretary. Later Lazaro win, garnering 401,424 votes over Lina's 262,403.

In 2001 election, incumbent Vice Governor Gat-Ala Alatiit didn't run for re-election. Alatiit supported the candidacy of Board Member Danilo Fernandez, Fernandez ran under the Nationalist People's Coalition (NPC). His sole opponent is Ma. Alita Mercado of the Lakas–CMD. Fernandez later win garnering 452,191 votes againt's the 196,829 of Mercado.

As the Governor, Vice Governor, and Member's of the House of Representatives and Provincial Board are elected on the same Ballot. The Gubernatorial candidate's may present a slate of candidate's for each Position for every District within the Province.
