Character and ideology edit

Unión del Pueblo Navarro stands out as a reactionary movement on the fringes of Spanish nationalism, and close both to National Catholicism and Integrism. The party does not hold a name in Basque, the traditional and historic language of Navarre. It defended after 1978 a preservation of the political statute held by Navarre during Franco's dictatorship, refusing to join in negotiations leading to the Basque Statute of Autonomy. A status for Navarre was then designed tailored by Madrid officials according to UPN's positions, named the "Betterment" (of Navarre's former status). It is characterized for its exclusion of Basque nationalist and progressive parties of Navarre, except for the Spanish Socialists (PSN-PSOE).

The party holds close ties with the controversial Opus Dei religious group—the influential University of Navarre is a division of the Opus Dei—an academic institution founded in 1952 and taking hold in Navarre during Franco's totalitarian regime. On abortion, UPN opposes pro-choice options and has legislated to ban it in Navarre. It also maintains a position against the promotion of Basque language and has blocked funding due to associations supportive of Basque (the lingua navarrorum) and instructors in Basque.

In 16 April 2014, UPN officials in Pamplona inaugurated an exhibition under the title "250 year at the service of Spain" in praise of the Regimiento America 66 and Brigadas Navarras renowned for their participation in the 1936 coup d'état against the Spanish Republic, as well as a number of massacres against civilians during the Spanish Civil War. The exhibition was located next to the site where yearly memorials are celebrated in remembrance of the victims fell to Franco's dictatorship.[29] UPN has never condemned the mass killing of blacklisted opposition figures and citizens, totalling over 3,300, on the rearguard repression undertaken by Spanish nationalists (especially Carlists) and military rebels strong in Navarre (1936).

Party senior members and officials have been involved in a long saga of corruption scandals revealed especially after 2013, including the bankruptcy and partition of savings bank Caja Navarra. The Goicoechea affair (March 2014) pointed to a treatment of favour to the Opus Dei.[31] The party has stayed in office and denied a reshuffle or calling elections despite the parliament's probe and round of interviews concluding that the regional president Yolanda Barcina engaged in irregularities—the parliament majority declared she holds no political credit (March 2014). UPN's deadlocked government in early 2014 relies on the Spanish Socialist's inaction and Madrid's Ministerio de Interior's overt support.


Tens of thousands took to the streets of Bilbao at two different dates in September in support of the Catalan referendum, sovereignty and 'democracy'.[32] The latter was attended by the three main political forces of the Basque Autonomous Community, Basque nationalist unions ELA and LAB, and high-ranking public officials like the mayors of San Sebastián and Bilbao, E. Goia and J.M. Aburto.[33]

Over 3,000 people marched through the streets of Santiago in Galicia to show their solidarity with the Catalan vote. The demonstration was attended by representatives of En Marea and BNG. [34]
