Halliwell is an electoral ward in the Metropolitan Borough of Bolton in Greater Manchester, England. It elects three Councillors to Bolton Metropolitan Borough Council using the first past the post electoral method, electing one Councillor every year without election on the fourth.

The electoral ward covers the Brownlow Fold and Victory areas of Halliwell, Bolton School, Queen's Park, Top Way (A673 road), Moor Lane (A676 road), and western and northern of Bolton town centre (including Bolton Town Hall and Bolton Market Hall).[2]

Halliwell was part of the Bolton West constituency until 1997 when it was transferred to the Bolton North East constituency in boundary changes.
