Troy Joslin is an American, and an officer in the Indiana Army National Guard.[1][2][3] In 2008 Joslin lead flood relief efforts in Elnora, Indiana. In 2009 he was the chief of base operations at the Bagram Airfield. According to The State Joslin is known unofficially, as the base's mayor.
Prior to his hitch at Bagram Joslin served as commander of the 38th Special Troops Battalion.[4]
While serving at Bagram Joslin was quoted about expansions and improvements to the base's infrastructure.[5]

Based on conditions on the ground, Lt. Col. Troy Joslin was designated to make the local call to move the sandbagging machines out if it looked like the levee was starting to fail. He continued to stockpile sandbags for the volunteers of Elnora to fill for other areas considered at risk.
