  • Neff is not one of the captives' attorneys. He is an "intervenor". The captives' attorneys and the Department of Justice are in a dispute as to how much evidence the DoJ can withhold on National Security grounds. The intervenors seem to be called in to mediate. Neff claims that the DoJ had not supplied information that the intervenors need.
