The Upper board of Government, also known as the Asamblea de Notables or the Junta de los 35 de la Nación Mexicana, was a governmental body of the Conservative Party with the purpose of covering the functions of the Executive Power of Mexico between June 21 and July 10, 1863, this after the French occupation of the capital and the ignorance of the Presidency Benito Juárez, the purpose was the conformation of a Regency in order to implement the Second Mexican Empire.[1][2]

Latest decrees edit

On July 10, 1863, the Junta Superior de Gobierno was officially dissolved, issuing as its last act the following opinion, which was published the following day:

1º The Mexican nation adopts as form of government the moderate monarchy, hereditary, with a Catholic prince.

2º The Sovereign will take the title of Emperor of Mexico.

3º The imperial crown of Mexico is offered to H. A. I. and R. Prince Femando Maximiliano, Archduke of Austria, for himself and his descendants.

4º In the case that for circumstances impossible to foresee, Archduke Ferdinand Maximilian should not be able to take possession of the throne that is offered to him, the Mexican nation refers to the benevolence of H. M. Napoleon III, Emperor of the French, so that he may indicate another Catholic prince.[3]
