Big fish in a small pond is a situation where a prominent person or entity, situated within a small or otherwise limited community, recieves a lot of coverage within the media of that community.
The mayor of a small town might regularly feature in the village newspaper, or a dominant local employer may recieve disproportionate coverage in the parish website. The situation also applies to popular academics covered in student newspapers. Trade magazines may also be such "small pond" media, even though they might not be geographically limited in distribution.
Such media coverage, no matter how frequent or extensive, cannot confer notability on the subject of a Wikipedia article. It can however, provided it is not too self-serving, be used to fill in details about a subject that is already notable through sufficient coverage by other sources.
