African American Homeland States

The African American Homeland States is a proposal visioned by Frederick Delk founder of the African American Homeland Authority on June 17, 1999. The proposal claimed 8 Southern States North Carolina, South Carolina, Georgia, Alabama, Mississippi, Louisiana, Arkansas and Tennessee as the African American Homeland. The African American Homeland States or Regional Bloc of States isn't an Independent Nation or try to secede from the United States of America however, the mission are to advance Economic, Political and Security cooperation between the 8 Southern States.

The African American Homeland Authority believes the only way African Americans could exercise US Constitutional Powers, Political and Economic Empowerment are through Super Majority Population and Political Control of a Region of States. To achieve Super Majority Population, it was suggested that millions of African Americans must reverse migrate from the Western, Midwestern, Northeastern States, mid-Atlantic States, Texas and Florida and concentrate it's population into the 8 State Southern Region. The results of having Super Majority Population and Political Control of a Region of States will change the balance of power, including having 16 African American US Senators, 8 Black American Governors, 66 Black American US Congressmen, Over 950 African American State Legislatures and House Representatives, 688 County Sheriffs, 3,299 possible African American Mayors. Also Control of State and Local Courts Systems, Control of State and Local Police Departments, Control of State Public School Systems, Control of State Universities and Colleges, Control of State and Local Prison Systems, Control of combine 8 States Government Budgets of $360 billion, Control of State Regulatory Boards and Commissions, Control of Regional, State and Local Mass Media, Control of Regional, State and Local Critical Infrastructures, Monopolies, Utilities and others. The State has US Constitutional Powers to Collect Taxes, Build Infrastructures, Borrow Money, Make and Enforce Laws, Establish Courts, Charter Cities and Counties, Charter banks and Corporations and Take Private Property for Public Purpose, with just compensation. African American State Legislatures could pass their own State Land Reform and Reparation Laws. State Legislatures pass Laws and regulation for formation of an African American Stock Exchange and have favorable laws for African American Own Corporations and Firms. The main objective is to help African American Citizens, African American Corporations and Businesses compete and prosper in the Region. Ultimately Political Control of a Region of States, the African American Homeland States will offer African Americans a structural System, with US Constitutional Powers and Institutions, Territory-Land for self-determination, honor and proud dynamic Culture.
