In 308, Galerius, Diocletian and Maximian tried to prevent further civil war in the Roman Empire by strengthening the Tetrarchy in a conference in Carnuntum. Galerius was to stay the senior emperor in the east with Maximinus Daia as his caesar and Licinius became the junior emperor in the west with Constantine I as his caesar. Constantine refused his demotion and Maxentius continued his rule in Italy, so the conference was not a success.

Maximian tried to depose his son, and become emperor instead, but he was unsuccessful and fled to Constantine in 309.
