Mamadou Igor Diarra, born 26 December 1966 in Kryvy Rih (Ukraine) is a statesman and a Malian bank manager. After starting his primary school in Kiev, Ukraine,

Mamadou Igor Diarra went to Mamadou Konaté School,  then he completed his high school studies at the Askia Mohamed High School in Bamako.

He began his professional career in 1991 at the  Development Bank of Mali (BDM SA), then led the creation of the union bank in Guinea-Bissau in 2005. One year later , he was appointed President and Chief Executive Officer of the International Bank for Mali (BIM SA).

He enter the Malian Government for the first time in October 2008 as Minister of Energy Mines and Water, during the presidency of Amadou Toumani Touré. Then in January 2015, under the presidency of Ibrahim Boubacar Keïta, he was appointed Minister of Economy and Finance.

Mamadou Igor Diarra is the Managing Director of Senegal's BMCE Bank of Africa group since March 2016 [1]. He is married and father of seven children.

Family

Mamadou Igor Diarra is the son of Cheick Oumar Diarra a division general of the Malian air force and former executive secretary of ECOWAS. His father lost his life on a mission in the crash of the Bellview Airlines plane, on October 22nd 2005 (Between Lagos and Abuja). His mother's name is Gretskaya Lyudmila. She is a former employee of the metallurgical sector of Kryvy Rih, a small industrial town in Ukraine. The Diarra family is from Sansanding, a village near the Markala hydraulic dam built under French colonization.

Academic background

Mamadou Igor Diarra began his primary school in Kiev (Ukraine) . A couple of years later, he came back to Mali and continued his studies at the Mamadou Konaté school in Bamako, where he obtained his Degree in Basic Studies (DEF). After that, went to the Askia Mohamed High School in Bamako, where he obtained his Bachelor of Science degree in 1985. The same year, he was awarded a scholarship by the Belgian cooperation through which he joined the École des Hautes Etudes Commerciales (HEC) in Liège. He graduated five years later as sales engineer in 1990 .   

Professional career

Bank of Mali Development (BDM SA)

In1991 Mamadou Igor Diarra began his career in high finance at the Malian Development Bank (BDM SA). Initially representing the bank in France, he was subsequently appointed deputy director of the operating division, chief operating officer of the main agencies, director of the network and electronic banking, and then the CEO advisor.

Banco Da Uniao SA

In 2005, he was appointed Managing Director of Banco Da Uniao SA in Guinea-Bissau, after piloting the creation of the bank.

International Bank for Mali BIM SA

In 2006, Mamadou Igor Diarra was appointed to the head of the International Bank for Mali and closed his first year at the head of the bank with a profit of 2.5 billion CFA francs (3.7 million euros). This triggered the process of privatization of the bank, that will result in a stake of 51% of the capital by the Moroccan group Attijariwafa Bank. The operation amounted to 40 billion CFA francs (60 million euros). Then the bank proceeded to the privatization of the incumbent telecommunications operator SOTELMA, whose 51% stake will yield 180 billion CFA francs (270 million euros) to the Malian government.

At the same time, Mamadou Igor Diarra joined the government as Minister of Energy of Mines and Water, then Minister of Energy and Water. He kept that post for  two and a half years before returning to the banking sector.

Bank of Africa

On 28 February 2013, Mamadou Igor Diarra became Managing Director of Bank of Africa in Mali. Under his direction, the bank will become eligible for entry on the regional stock exchange. Since March 16, 2016, Mamadou Igor Diarra has been Managing Director of the Senegalese subsidiary of Bank of Africa, after the death of his predecessor Laurent Basque.

Political Career

Minister of Energy, Mines and Water under the Governments of Sidibé I and Sidibé II (October 2008 to March 2011)

It was under the presidency of Amadou Toumani Touré that Mamadou Igor Diarra was called on for the first time by the  government as Minister of Energy, Mines and Water of the first government of Modibo Sidibé. He was re-appointed as Minister of Energy and Water due to a government reshuffle in April 2009.

Achievements as Minister of Energy

Between 2008 and 2011, the Ministry of Energy invested close to 3 billion of CFA francs (4.5 million euros) to expand the public lighting network in several Malian cities :

Between 2009 and 2010, the cities of Kati, Niono, Yanfolila, Bandiagara, Douentza, Goundam, Diré and Djenné were able to inaugurate their public lightning networks. It also organized the launching of the works of the Taoussa Barrage in the north .

Achievements as Minister of Water

As Minister of Water, Mamadou Igor Diarra increased the rate of access to potable water by 4 % by mobilizing Mali's development partners in addition to government funds to finance urban and village water supply projects. One example is the round table of donors around the vast water supply project of the city of Bamako from the locality of Kabala at the rate of 144,000 m3 / day, financed at 165 billion CFA francs (250 million euros).

He was also engaged in the improvement of the compact stations of Baco Djicoroni and Magnambougou. These extension works generated an additional cumulative capacity of water supply up to 26000 m3 / day. The minister soon obtained 17 billion CFA francs (25 million euros) in additional funding from the French Development Agency and the Islamic Development Bank to set up new compact stations. He also carried out the financing and the construction of the village water project in the Dogon plateau with the BOAD, for a sum of CFAF 4.04 billion (6.15 million euros).

Achievements as Minister of Mines

As Ministry of Mines, his main goal was the promotion of the mining sector and the search for new investment paths to ensure a better profitability of the sector. For example, he promoted Mali's mining sector at the UNCTAD conference in Malabo in 2007, then the London and Indaba in Cape Town conferences in 2008. Finally, in order to ensure better regulation of the sector, he worked on the drafting of a revision of the mining code.

Minister of Economy and Finance (January 2015 to January 2016)

In January 2015, Mamadou Igor Diarra was appointed Minister of Economy and Finance of Mali under the government of Prime Minister Modibo KEITA.

Achievements as Minister of Economy and Finance

As minister of Economy and Finances Mamadou Igor Diarra initiated the negotiations which led to the signing of the agreement to cancel the monetary debt between France and Mali. Agreement signed in Paris with the French Minister of Economy and Finance Michel Sapin in April 201512.

At the same time, he mobilized development partners to revitalize the Malian economy. From October 22nd to 27th, 2015, in partnership with the OECD and the French authorities in Paris, it organized the International Conference for the Economic Recovery and Development of Mali under the theme: "Building an emerging Mali: reconciliation and peace-building ".

At the national level, he launched the new CREDD (Sustainable Economic Recovery and Sustainable Development Framework) strategic document, the Sustainable Development Fund and set up the emergency plan for the microfinance sector with the support of AFD. It was the source of a series of qualitative reforms in the national financial sector.

 Mamadou Igor Diarra is Governor of the World Bank (WB), the International Monetary Fund (IMF), the African Development Bank (ADB), the Islamic Development Bank (IDB) and the Arab Bank for Economic Development in Africa (BADEA). He is also Member of the Ministers Council of the West African Economic and Monetary Union (UEMOA), the West African Development Bank (BOAD), the ECOWAS Investment and Development Bank (EBID), the Central Bank of West African States (BECEAO). He is member of the ECOWAS Investment and Development Bank (EBID) Board of Governors and the Inter-African Conference of Insurance Markets (CIMA) board of directors.

Distinctions and decorations

Mamadou Igor Diarra is Officer of the National Order of Mali , Grand Officer of the National Order of Merit of the French Republic. He won the African Academy Award in African Economic Leadership at the XXII edition of the African Economic Forum, and is finalist of the African Bankers Awards 2008 (ranked among the continent's top four bankers).
