    • To revoke and replace regulation 3 of the Emergency (Deportation and Detention) Regulations, 1962 so as to allow a Tribunal under those regulations to consist either of a President sitting alone or, at a President's discretion, of a President and additional members from a panel. The change is made owing to the difficulty of obtaining sufficient panel members to enable the Tribunal properly to discharge its functions.[24]

    • To confer power on the Governor to discontinue the operation of any of the Emergency (Principal) Regulations. Provision is also included which applies the provisions of section 23 of the Interpretation and General Clauses Ordinance to any regulation the operation of which has been discontinued as if that regulation had been repealed. The principal effect of this is that an offence committed under any regulation before its operation was discontinued may be prosecuted notwithstanding the discontinuance of the operation of such regulation.[28]

    • To insert into the Emergency (Principal) Regulations the provisions of two sets of Emergency Regulations which were passed in 1967 to deal with inflammatory posters and speeches. It is not intended to bring them into force at present.[29]
  • Emergency (Principal) (Amendment) (No. 2) Regulations 1969 [28 March 1969]
    • To insert into regulation 119A of the principal regulations a provision which affords a defence to a person charged with an offence in connexion with a simulated bomb. The provision was contained in regulation 119E which is being repealed in consequence of the repeal of regulation 119D.[30]

    • To confer on the Director of Oil Supplies powers to issue orders and directions necessary to conserve oil stocks in Hong Kong, and to regulate the uses to which those stocks may be put.[32]

    • To introduce Summer Time with effect from 3.30 a.m. on Sunday the 30th December 1973.[33]

  • Prohibition on Face Covering Regulation [4 October 2019]  In force 
    • To prohibit the use in certain circumstances of any facial covering that is likely to prevent identification and provide for an offence (section 3) (with a defence where the person charged with the offence had lawful authority or reasonable excuse at the time of the alleged offence (section 4)); empower a police officer to require a person in a public place to remove the person's facial covering in certain circumstances and provide for non-compliance to be an offence (section 5); and provide for an extension of the prosecution time limit for an offence under section 3(2) or 5(3) to 12 months beginning on the date on which the offence is committed (section 6).[34]

    • To revoke certain specification and notice in respect of the general election for the seventh term of office of the Legislative Council originally scheduled to be held on 6 September 2020 (discontinued election); provide that the discontinued election comes to an end at the beginning of 1 August 2020, and that acts done, or purportedly done, under the electoral law in relation the discontinued election cease to have effect accordingly; provide that the general election for the seventh term of office of the Legislative Council is to be held on 5 September 2021 instead; and provide for matters related or consequential to the change of the date of the general election, including the requirement of the Government to make payments to eligible persons and eligible groups in respect of their declared election expenses.[35]

    • To revoke certain notices in respect of the election to elect the sixth term Chief Executive the poll at which is originally scheduled to be held on 27 March 2022 (discontinued election); provide that the discontinued election comes to an end at the beginning of 24 February 2022, and that acts done, or purportedly done, under the electoral law in relation to the discontinued election cease to have effect accordingly; provide that the poll at the election to elect the sixth term Chief Executive is to be held on 8 May 2022 instead, and that the nomination period at that election is the period from 3 April 2022 to 16 April 2022; and provide for related or consequential matters.[37]
  • Emergency (Exemption from Statutory Requirements) (COVID-19) Regulation [23 February 2022]  In force 
    • To empower the Chief Secretary for Administration to grant exemptions from any requirement under any enactment for preventing, protecting against, delaying or otherwise controlling the incidence or transmission of the coronavirus disease 2019 (COVID-19) or treating patients with the disease.[38]

  • Emergency (Principal) Regulations (No. 2) Order 1970 [10 April 1970]
    • To discontinue the operation of regulation 136 of the Emergency (Principal) Regulations. Regulation 136, which contains general penalties, is not required as none of the Emergency (Principal) Regulations creating an offence is in force.[65]
  • Emergency Regulations (Repeal) Order 1970 [20 March 1970]
    • To repeal the three Emergency (Principal) Regulations listed in the Schedule. Regulation 25 is no longer required because of similar provisions in the Sedition Ordinance. The prohibition does not apply to the illumination of public telephones and signs indicating hospitals and other specified premises.
  • Emergency (Motor Fuel) Order 1973 [7 December 1973]
    • To prohibit the supply by a dealer, or the acquisition, of motor fuels in any container, except the fuel tank or engine of a vehicle. The prohibition does not apply to the acquisition of motor fuel by a person licensed by the Director or by a dealer for the purposes of his business.
