Per Wikipedia:WikiProject UK geography/How to write about districts#Local authorities the councils don't normally need articles unless the district is combined with a settlement like Eastbourne or another entity like Isles of Scilly and Wiltshire (the ceremonial county) or like Herefordshire cover the same area as a ceremonial county.
