The move was spurred by Falkirk's denial of promotion to the Scottish Premier League following rules of a 10,000 seater stadium requirement to enter the league which Brockville Park didn't meet. The seating capacity was subsequently lowered and thus allowed Inverness Caledonian Thistle then Falkirk to be promoted after a review. Despite winning the first division in 2003? Falkirk was denied promotion.
